MINGO TRAILS DISTRICT EAGLE BOARD OF REVIEW GUIDELINES The real purpose of advancement in Scouting is defined as follows: "The scout advancement program is defined to encourage scout to accomplish a progressive series of learning experiences in the areas of citizenship, character and personal fitness. It provides for recognizing and measuring these experiences." The Eagle Award is the final step and goal of this program and the Eagle Review Board is a major contributor to this goal. The Boy Scouts of America has placed the Eagle Scout Board of Review in the hands of either the troop, team, post, ship committee or the district or council committee responsible for advancement. The council will decide and promulgate which method or methods may be used. Greater Pittsburgh Council has determined that district advancement boards of review will be used. The
board of review for an Eagle candidate is composed of a minimum of three
(3) members and a maximum of six (6) members. These members do not have
to be registered in scouting, but they must have an understanding of the
importance of the Eagle Board of Review. When the Greater Pittsburgh Council
notifies the District Advancement Chairman that the Eagle candidate's
application has been
verified, he/she will then contact a representative of the unit to set
a date and time for the board of review. One representative from the unit
may serve on the board of review and may, if appointed, chair the board
of review. The board of review will be held at the central designated
location. On the second (2nd) Wednesday at 7:00 PM of each month, Canonsburg
United Presbyterian Church, 112 W Pike St, Canonsburg, PA. On the last
Wednesday at 7:00 PM of each month, Abundant Life Baptist Church, 269
Cameron Road, Washington Pa. The District Advancement Chairman will handle
the selection of members of the board of review, who will be primarily,
but not limited to, members of the District Advancement Committee. Eagle
Scout candidates SHOULD NOT plan to attend unless confirmation of the
scheduling of the board of review has been received by the Troop Advancement
Committee Chairman or designee. NO Scoutmaster, Assistant Scoutmaster,
parent/guardian may sit on a board of review for any rank including Eagle. Because of the importance of the Eagle Award, a unanimous decision must be reached as to the boy's qualifications. If a unanimous decision is not reached, a new review may be convened at the request of the applicant, the unit leader, or the unit committee. Conformity in the review process within the Mingo Trails District is important to both past and future Eagle candidates. An outline of "The 12 Steps from Life to Eagle" can be found in the "Eagle Scout Leadership Service Project Workbook". These 12 steps have been outlined to ensure a smooth procedure for the Scout, the unit leadership, the local council, and the volunteers who are to conduct the board of review. Share these steps with each Eagle candidate so he can fully understand the procedure that should be followed. |
